E-Bikes & E-Scooters in River Forest: What You Need to Know

Why did River Forest update the rules?

People ride e-bikes and e-scooters more frequently, especially children and teenagers. To date, there have been no serious accidents involving these devices, but there have been 18 bike crashes with cars over the last couple of years. The overarching goal is to keep everyone safe.


Do I need lights on my e-bike or scooter?

Yes. At night, all e-bikes and e-scooters must have:

  • A working white light in front
  • A working red light in back

In addition to this being a state law, lights help drivers, other bikers, and pedestrians see you better, increasing safety.

Where can I ride?

E-Bikes

  • Class 1 & 2: On streets, trails, and bike lanes. No sidewalks.
  • Class 3 & OCEV (out-of-class EVs): Roads only. No sidewalks.

E-Scooters

  • Low-speed and high-speed: On roads and bike lanes only. No sidewalks.

No riding on roads with a speed limit of 35 mph or more for E-scooters.

Age Limits for Use

  • e-scooters - no one under the age of 18.
  • e-bikes - Class 1 & 2 - no age limit.
  • e-bikes - Class 3 - no one under the age of 16.

Safety Rules for Everyone

  1. Only one rider per bike or scooter.
  2. No alcohol or drug use while riding.
  3. Follow the rules of the road (just like a car).
  4. Wearing a helmet is encouraged, and mandatory for riders younger than 16.
  5. Stay off the grass and sidewalks in parks. These devices are fast and heavy — they can hurt people or plants.

Why does this matter?

Police Chief James Greenwood says:

  • Many kids don’t fully understand traffic laws.
  • Some ride without helmets.
  • Faster speeds increase the potential for more dangerous crashes.
  • Riders and walkers can both get hurt when rules aren’t followed.

What should parents know?

  • Make sure your child is old enough (refer to age limits above) to ride legally.
  • Make sure the e-bike or e-scooter has working lights.
  • Teach kids how to ride safely and follow traffic laws.
  • Helmets save lives. Please use them.
