North Avenue Streetscape Improvement Project

The Villages of River Forest and Elmwood Park are working together to advance improvements to North Avenue (IL Route 64, a vital transportation and commercial corridor shared by both Villages. The Focus of this project is to implement consistent safety-focused, multi-modal (PACE), roadside enhancements to support economic vitality and quality of life for all users of this corridor (regional traffic, local traffic, business owners/patrons, PACE users, and residents).

The proposed improvements are informed by and consistent with municipal comprehensive plans of both Villages. These planning efforts emphasize pedestrian safety, accessibility, multimodal accommodation, and reinvestment in established commercial corridors. Collectively, they establish North Avenue as a priority corridor for transportation and community development improvements.

This project will provide benefits, including improved safety for all users, enhanced walkability and business access, strengthened corridor identity.

Project Development

The North Avenue Streetscape Project is part of the ongoing efforts by both Villages to improve the safety, aesthetics and walkability of this vital commercial corridor. Proposed enhancements include the installation of permanent planter boxes, perennials and trees, as well as raised permanent benches and decorative pavers on both sides of the street. Associated drainage system improvements will be completed based on current drainage design standards. The project will include new sidewalks, curb and gutter, crosswalks, curb ramps, curb bump-outs, wayfinding signage and gateway features to improve pedestrian safety. Improvements will include replacing and upgrading the 35- to 50-year-old street lighting and pedestrian lighting. Additionally, bus stops will be brought up to Pace bus design standards including the addition of concrete pads and no parking zones leading up to the bus stops. All upgrades will comply with ADA standards and create a cohesive look for storefronts, a safer environment for visitors, and a more inviting, community-oriented atmosphere. This project is a priority for both Villages. The sidewalks are deteriorating, with some segments lacking ADA-compliant ramps and crossings. This restricts access for people with disabilities and those using wheeled devices such as bikes, strollers and wheelchairs, while creating a safety hazard in general. Sidewalks will be widened from four feet to a standard five feet and upgraded to meet ADA compliance. Furthermore, eight new ADA-compliant crosswalks will be added. All existing crosswalks and ADA detectible warnings will be replaced and brought up to compliance. These enhancements will promote greater walkability in the Village and boost foot traffic to local businesses. The project is consistent with the River Forest Corridors Plan, the Elmwood Park Comprehensive Plan and the 2017 Pace North Avenue Corridor Study which specifically identifies the need for streetscape improvements in this area.

Community Meetings

The Villages held a Community Meeting at St. Vincents on May 13, 2026, between 4:00 and 6:00 pm. The purpose of this meeting was to present the proposed improvement plans and provide an opportunity for public comment. Attendees had the opportunity to review exhibits, speak one-on-one with Village staff and project team representatives, and submit feedback. A PDF of the exhibits are attached here.
