Madison Street Demolition Project

For several years, the Village-owned properties in the Madison Street TIF District have been marketed for adaptive resue and redevelopment. Due to the lack of interest in the properties as currently constructed, and the deteriorating condition of the buildings, the Village Board voted to demolish the properties. The properties that will be demolished are 7612-7620 Madison Street, 11 Ashland and 10 Lathrop. The project will be funded by a grant from the Illinois Department of Commerce and Economic Opportunity. This page will provide regular updates on the demolition project. 

  • Week of August 7, 2023: The scheduled disconnection of water utilities at the former LCFS property had to be rescheduled. The utilities extend further in to Madison Street than previously believed. The contractor and Village are determining the schedule for a closure of westbound Madison Street to perform the work. Next week, the demolition contractor will be back onsite to perform the remaining earthwork and excavation on the Madison street lot. 
  • Week of July 24, 2023: The demolition of 10 Lathrop was performed. The lot has been seeded and blanketed. 
  • Week of July 19, 2023: The demolition of 11 Ashland was performed. The lot has been seeded and blanketed. 
  • June 23, 2023: The Demolition of the remaining vertical walls of the 7612-7620 Madison Street structure will be completed today. Next week, contractors will be hauling off bricks, waste and removing existing foundations and concrete pads. 
  • June, 2023: The Village has received certfied payroll records from Anthem Excavation for the project. These records show that prevailing wage is being paid to workers for the project. The records through June 10, 2023 are available here
  • June 9, 2023: Contractors identified a drainage pipe at 7612 Madison Street that was suspected to have asbestos wrapping. Husar Abatement removed the pipe on the morning of June 10, 2023.
  • June 1, 2023: Demolition has begun on the two-flat 7612 Madison Street. Initial work will be done by hand for safety reasons. Once the structure height and second floor bricks are low enough, the excavator will continue the demolition method used on the other structures. 
  • May 24, 2023: Husar Abatement performed the removal of asbestos insulated pipe fittings. 
  • May 23, 2023: Anthem located pipe fittings at 7620 Madison Street that appeared to have asbestos insulation. Village staff met with Anthem, Husar Abatement and Northern Environmental Development to discuss abatement. The decision was made to remove the materials the next day. Cook County was notified and approved an expedited abatement permit. 
  • May 15, 2023: Anthem Excavation resumed demolition of the Madison Street property. The work is expected to last eight weeks. The expected length of each demolition is as follows; Madison Street property 4-6 weeks, Lathrop & Ashland homes 1-2 weeks each. 
  • April 14, 2023: Husar Abatement completed the asbestos abatement work. Read the Final Summary Report here from project manager Northern Environmental Development. 
  • April 3, 2023: Husar Abatement started the additional asbestos abatement work after being awarded the bid. 
  • March 3, 2023: A portion of exposed drainage pipe was removed as a separate abatement project. 
  • March 2023: The Village has prepared a response letter to address questions raised at the February 27th Board Meeting regarding the ongoing progress of the project. 
  • February 2023: After starting demolition, the contractor identified additional asbestos materials and stopped work. The Village hired Northern Environmental Development to perform a full survey of the Madison Street buildings. The reports were completed the week of February 20, 2023. The Village will solicit bids for the additional abatement work to be completed in March.
  • January 18, 2023: Construction fencing has been installed surrounding the Madison Street property. 
  • December 1, 2022: The Village and Contractor are completing the application for a Cook County Demolition Permit. Requests have also been made for utility disconnection at all properties. 
  • November 17, 2022: Asbestos abatement work began at the Madison Street properties. Abatement was completed on November 28, 2022 on all structures. Abatement is required to be completed prior to receiving a Cook County Demolition Project. 
  • September 26, 2022: The Village Board unanimously voted to award the bid to Anthem Excavation & Demolition for $284,000. Anthem Excavation was the lowest bidder and was one of only two bidders to express an ability to meet the State's requirements for minority and women owned businesses. 
  • June 23, 2022: The Village's Historic Preservation Commission reviews the application for demolition. 7620 Madison Street is on the Village's list off Significant Properties and subject to HPC review. The HPC did not issue a certificate of appropriateness for the demolition and implemented a one-week delay in demolition. The delay expired on July 1, 2022.
